Dippy is sad

 







 

Dippy is sad today as he has tried to help you humans but has been branded a bully!  He has talked to all his dragonfly relatives and only one has ever come across bullying. 

 

This relative believes that there are several reasons for bullying - conniving behaviour and the urge to be in control are key features of master manipulators, but is a master manipulator considered to be a bully or is it down to a fragile self-image? 

 

Wow, that's a lot for a little wide-eyed dragonfly and his bullied relative to understand!

 

Dippy believes that the best way to overcome bullying is to talk about it, not ignore it or brush it aside, so maybe now is the time for everyone to get together and talk about what is happening so we can all move forward with a common interest in our beloved Broads.

"Police investigating allegations of vandalism linked to a row involving the Broads Authority are hunting for two suspects.


The organization contacted Norfolk Constabulary after some of its riverside mooring signs were emblazoned with stickers calling for the resignation of its chief executive, John Packman.


He is the focus of a growing mutiny by boaters angered at a recent 13pc increase in boating tolls and the way the Authority is run.


The BA says the stickers - which say "Packman Must Go" - are a form of bullying.
It has passed police CCTV footage which shows two people putting the stickers on one of the signs, as well as the car they arrived in.


A BA spokesman said “CCTV cameras have provided clear images of two people applying stickers to Authority property along with their car registration number.


"This evidence has been presented to the police who are taking the matter seriously and will decide what action is appropriate.”


He said the signs carry “vitally important” safety information while defacing the signs is irresponsible and would divert BA and police resources.  He added: “We would urge those involved to raise their issues directly with the Authority.” "


Oh no, the CEO of the Broads Authority is being bullied by a dragonfly - perhaps he should check the Authority's logo to see if it's a relative. If so, that would be a good way of tracing Dippy without the involvement of the police.

More seriously, is CCTV picking up car registration numbers of all vehicles that park on Reedham river frontage? It's more likely that someone used their phone to snap the number plate!

Please note that any issues with the Broads Authority should be taken up directly with the Authority. If anyone does this and receives a response, it would be interesting to know the content.

5. Principle of Free 24 Hour Moorings

 

5.1 One of the key principles of the Moorings Strategy has been to “Maintain free use of Broads Authority unmanned moorings”. Currently the Authority only charges for mooring at the two Yacht Stations at Norwich and Great Yarmouth which have Broads Authority staff in attendance and provide services such as showers and toilets. 

 

5.2 This issue has been debated at length by the Navigation Committee in recent years: in 2006 when the Mooring Strategy was first adopted, in 2009 when the Strategy was reviewed, in 2013 when the Integrated Access Strategy was adopted and at the moorings workshop in November 2014. It has also been debated in relation to two specific sites, Ranworth and Reedham. On every occasion the Committee and the Authority has supported the current policy.

 

5.3 The officer view is that the current policy is the right one for the following reasons:

(i) For most sites the cost of collecting mooring fees is likely to be outweighed by the costs of collection;

(ii) It could be seen as a deterrent to visitors to the Broads who have already paid significant amounts for the hire of a boat;

(iii) Private boat owners will quite correctly think that their toll should cover the cost of the provision and maintenance of moorings;

(iv) Landowners are likely to demand higher rents for the leasing of mooring sites if the Authority is levying a charge.
 


So, what's changed, apart from the Broads Authority's attitude to impose charges?

Dippys reasoning

 


To help you understand, this is a selection of the
many reasons, which Dippy thinks, is why the
current Chief Executive Officer
of the Broads Authority must be replaced


  • Lack of accountability to or engagement with stakeholders.

  • An unsatisfactory procedure which classifies complaints as "unreasonably persistent or vexatious" leading to strict censorship of complaints without response.

  • Poor decision making on land and property at various locations over many years, incurring major expenditure.

  • Continual pursuit of national park status against legislation.

  • Abuse of executive position by sanitising/falsifying meeting Minutes.

  • Controlling and undermining Board Members and discouraging any dissent.

  • Forming a selected, separate executive group to make decisions on behalf of Board Members under "delegated powers".

  • Ignoring or refusing to respond to questions from stakeholders if felt not "appropriate".

  • Obscuring accounts & adjusting administration overheads to unlawfully reallocate toll income to non-navigation expenditure.

  • Manoeuvring and manipulating the selection of non-elected Board Members so they are “hand-picked”.

  • The persistent and increasing use of the marketing rebranding term “Broads National Park” out of marketing context (e.g. letterhead/clothing/vehicles/signs plus Member indoctrination on the term.

  • Gradually removing the ability for the public to learn the truth of the Norfolk & Suffolk Broads position in the “national park hierarchy” - the Broads are NOT a national park in law.

  • Manipulation of the Norfolk &Suffolk Broads Act 1988 by the CEO to give him total power over the management of the Broads Authority.

Introducing Dippy the Dragonfly

 

 

                           

Hello, I would like to introduce myself!  My name is Dippy, the wide-eyed Dragonfly. Dippy by name but not by nature! 
 
I live free (no 13% increase for me) and in the wilds of the Norfolk & Suffolk Broads.  I have noticed that more and more of you humans are becoming disillusioned with the management of our wonderful area by the CEO of the Broads Authority tasked with this duty. 
In discussions at a chance meeting with the Broads National Pike the other day, it became apparent very quickly that a lot of our views coincided but our discussions were cut short as we were “moved on”. 
The unaccountability to you mere humans has become so pronounced that I feel your only way forward is a Dippy solution.
